Letter from Aicantar to the Thalmor Council

Council,

Upon my arrival in Skyrim, it has become readily apparent as to why Skyrim has been slipping from our grasp. A formal review of all active Dominion operations in Skyrim has confirmed a significant lack of progress in the province. In the last several months, the Thalmor unit deployed to Skyrim has lost at least seven agents. In addition, the embassy itself was breached by an individual we can only assume to the be the Dragonborn. Thus, since the First Emissary here has proven far too incompetent to run an embassy, let alone maintain our presence in Skyrim, by the powers invested in me by Internal Affairs, I hereby assume command of our Skyrim embassy. Elenwen Jororin will return to Alinor for reeducation. Per our discussion, all Skyrim personnel are hereby ordered to renew their investigations into the various factions of Skyrim. I believe we can secure Skyrim before it is lost to us completely.
